Hello again listmasters, Ian and I discussed this some more on IRC and we now think that we should use <git-debp...@packages.debian.org> as the From address.
So, here is a revised request for the list, incorporating this change,
and some of Ian's suggestions for the list description.

Per TAG2UPLOAD-DESIGN.txt[1], the tag2upload service will send messages
before and after processing each tag it receives from salsa.
These will be addressed to the person who signed the tag, but we also
want to CC them to a public mailing list.
This is for both auditing and debugging purposes.
We also need an e-mail address for tag2upload's OpenPGP key. Various
Debian daemons send mail to the address associated with the OpenPGP key
that signed a .dsc or .changes file. These tools will generally need
updating to read the Git-Tag-Tagger field out of the .dsc or .changes,
to find the e-mail address of the human who signed the tag.
In the meantime, we want to ensure that mail from the daemons is not
lost. Using debian-tag2upload@lists.d.o as the OpenPGP identity ensures
these messages are captured.
In short, the proposed new mailing list will have two purposes:
1. distribute, and archive, logs of the tag2upload service's uploading
activities -- a counterpart to debian-devel-changes; and
2. collect automated messages from other Debian daemons that don't yet
know how to read the Git-Tag-Tagger field.
Short description:
Notices from the tag2upload Oracle. (High volume mailing list).
Long description:
Processing reports, including build logs, from the tag2upload
service Oracle daemon.
Also receives automated message from other Debian daemons not yet
updated to e-mail the original tag2upload git tagger instead.
Used for monitoring, auditing, archival, and debugging.
Please do not use this list for discussion; it may not always be
monitored by humans. For concrete user issues, prefer bug reports
against the 'git-debpush' package. For miscellaneous queries, write
to <git-debp...@packages.debian.org>.
