It does in the default configuration.

The default behavior is to install Recommends, which includes
linux-sysctl-defaults.  If you've deviated from the default
configuration, then it is your responsibility to ensure that the
software works as you expect.  The simplest way to do this is with
something like /sbin/sysctl -w net.ipv4.ping_group_range="0 2147483647"
