Looking at #503290, "it bloats the archive" was the only
argument against building libgsl-prof by default.

I remember how there was a minor issue on the Debian mirrors
several years ago when we had the first file > 2 GB in the
archive (an .orig.tar). libgsl-prof is 4 MB.

It would be both more convenient for users and easier to maintain
if libgsl-prof just gets built by default.

(I was affected by the latter with the 2.6+dfsg-2+deb11u1 LTS upload,
 which originally hit NEW and needed a backport of pkg.gsl.prof to
 avoid NEW.)
