The definition in the FHS doesn't say that the files have to be binaries at all, it only specifies object files, libraries (which the backupninja files are, libraries) and other internal binaries that aren't intended to be executed directly by users or shell scripts. Additionally, it does *not* specifically say that /usr/lib must contain arch-dependent _only_ data, libraries or binaries. In fact if you look at the /usr/share definition, which you are suggesting that these should be placed under, you will see that the definition diverges from what the backupninja libraries are. /usr/share contains things like man pages, sgml, xml, dict, info pages, game data, terminfo.
