you can still do this, whether it's in Policy, devref or neither. (just the
nudging level will vary.)
IMO defref is the perfect fit, because Policy should define what version
strings are "legal", while devref should recommend best practices.

electrical energy consumed by a country like Argentina. It's also twice as
much as 2020. Related CO2 emissions were ~64 Megatons; enough to negate the
entire global net savings from deploying electrical vehicles world wide.
