If a domains.db file is empty squidguard fails to go on and read the urls.db and expressions file for that target. This is a major flaw, and I spent a long time trying to work out why my regexps were not working! Upstream seems rather inactive, but there is a patch for this and various other fixes at http://linuxbox.com/tiki/tiki-index.php?page=squidGuard or http://www.netdirect.ca/software/category.php?cat=SquidGuard. I think it would be worth including this fix.
