I've discussed this with upstream, and while we both agree that the list with duplicates can be confusing, the list is generated based on content provided by ffmpeg and not from a source under control by the bs1770gain source. The proposed upstream solution is to update the documentation to make it clear that these lists can have dulicates, and accept that the list from ffmpeg can be confusing.
