Dear Maintainers, I can confirm this "bug" with clean Debian unstable installation, which pulls all GNOME stuffs through the gnome-core package.
The thing that Nautilus needs to "create" xdg user directories on the sidebar is xdg-user-dirs-gtk. When this package is installed, the directories will appear on the bar. It may not be a bug though, may this information help you out.
