Did you get closer to a solution on this in the last few months?Nope, I haven't progressed, though I still would prefer to avoid renaming update-locale on the glibc side.
Of course, update-locale in glibc must stay. I have removed the bin:pkg gosa-dev now entirely from src:gosa. The packaged tools are meaningful to upstream development only and need not be in Debian as DEB-packaged scripts.
