It would be great to have promtool shipped in a separate binary
package. We use it to test alerting rules in our CI, and I would like
to run those tests locally, but that means installing the `prometheus`
package which sets up the whole server and everything.

Splitting it up in a separate binary package would mean i could
install just that one tool without having to install the server.

I'm hoping on working on this myself as a "team upload" for trixie.
