That's a good question. I go through apt-cacher, and its logs said
this:

Fri Jun 9 14:07:52
2006|192.168.1.70|MISS|19742|debian-mirror.mirror.umn.edu_debian_dists_unstable_main_binary-amd64_Packages.diff_2006-06-04-1349.29.gz
Fri Jun 9 14:07:52
2006|192.168.1.70|MISS|248|debian-mirror.mirror.umn.edu_debian_dists_unstable_contrib_binary-amd64_Packages.diff_2006-06-04-1349.29.gz
Fri Jun 9 14:07:53
2006|192.168.1.70|MISS|15130|debian-mirror.mirror.umn.edu_debian_dists_unstable_main_source_Sources.diff_2006-06-04-1349.29.gz

Only one access each. So, it might just be cosmetic inside apt.
