Bug#1078531: python-mp-api: packaging for new upstream release

Hi Drew,

Now that python3-maggma is available in unstable, I took the liberty of 
preparing python-mp-api for the new upstream release. I don't have write 
permissions on debichem-team, so I forked the project at 
https://salsa.debian.org/lolando/python-mp-api and updated the packaging 
accordingly (starting with gbp import-orig --uscan, then tweaking the 
Depends: and Build-Depends: fields as required). The experimental branch 
builds and passes its testsuite, and I submit it here for review and 
possibly upload :-)
