I ran both version Lintian v2.116.3 and Lintian
v2.119.0+18commits+gitf56fd23b4+dirty. The issue exists in both
versions. I didn't mean to open the bug against version 2.116.3 but it
applies to that version as well.
The package is any created with https://github.com/kornelski/cargo-deb.
It is an application to create debian packages from rust sources. It
adds a sha256sums file to any package that it creates. My understanding
is that this is not wrong to do.

It is hard to help you with this issue without knowing against what
package and what version of said package you ran Lintian.
I also see you've opened the bug against Lintian 2.116.3, whereas the
current version in unstable is 1.120.0. Is that a mistake? You said
you've run the latest version from git, but I would encourage you to
run the latest one that has been released on the Debian archive.
