Using --exec on stop is going to fail on some kinds of upgrades (a restart in postinst, for instance) since the binary will have changed after the upgrade. I have no idea if ntpd uses that sort of logic in the maintainer scripts (I suspect not, from the output during upgrade), but it does seem cleaner to use the normal pidfile method.
