Bug#1084262: possibly caused by tzdata 2024b

These bugs look like they are caused by the tzdata short names ('EST' 
etc) being changed into aliases (and hence no longer perfectly 
constant-offset) and moved to tzdata-legacy, but I haven't looked 
closely enough to be sure.  See #1084190 for more.
