I've used reportbug from a relatively new (and unsetup) system quite a bit.
Typically it goes like this:
$ reportbug hylafax-server
Warning: no reportbug configuration found.  Proceeding in novice mode.

and then continues with the usual set of questions.

However,
$ reportbug -f faxaddmodem

Welcome to reportbug! Since it looks like this is the first time you have used 
reportbug, we are 
configuring
its behavior. These settings will be saved to the file 
"/home/ross/.reportbugrc", which you will be 
free to
edit further.
Please choose the default operating mode for reportbug.

1 novice    Offer simple prompts, bypassing technical questions.

2 standard  Offer more extensive prompts, including asking about things that a 
moderately sophisticated 
user
            would be expected to know about Debian.


I would expect reportbug to operate the same way in both cases.

Note that the two commands were issued in the order shown; the second one
was definitely not the first time I've run reportbug.  I guess I may 
never have configured it explicitly.

It might be relevant that both packages were recent installs on the
chance this has something to do with #322983 (which seems unlikely).
