Having a build dependency on libqt6webengine6-data *feels* very wrong 
for virtually every package. Only packages from src:qt6-webengine should 
have to depend on that directly.

I agree that letting qt6-webengine-dev-tools depend on
libqt6webengine6-data seems like the much better solution. I'll push the 
changes to qt6-webengine.
