AFAICS, 339749 combines with 339691 to cause data loss, which means there's
a grave bug.  Whose bug is it?

I think the answer is maildrop, because I see no reason why it's appropriate
for maildrop to take it upon itself to kill child processes.  vacation is
one known example of a program where this behavior fails badly, but I think
it's reasonable to suspect there are others.
