If there are no real users, then I wouldn't mind if it was removed.
However, doing this close to a release seems bad; I'd rather wait for
trixie to be released and then immediately RM it; any users not in
popcon won't get a surprise then, and it adds a whole release cycle
where if there does seem to be upstream activity and more popcon users,
it can be added back to the repository.
