I have some issues trying to reproduce this bug.

I could build and run tests in an virtualenv without issues. On the
other hand, during a build with sbuild I had this error with numpy:

I built numpy with python3-defaults from experimental.

I could note in the build in debusine that it use pybind11 2.13.5, but
now there's a new version 2.13.6. Could you please re-run the build to
see if at least if the error is reproduced?
