GTK4 4.16.3 was released today with 2 cursor fixes: wayland: Look for default cursor theme in XDG directories wayland: Use the same default cursor size as gsettings schema I don't think that either of those help with the Plasma issue. Notably, the backported cursor patches from gtk main were not included in this 4.16 stable update. I don't have time to look into this issue more now. I don't even have Plasma installed here. So I'm dropping the patches since the priority for GTK4 is GNOME. We are willing to accept merge requests for this issue; we will just need to do a better job of ensuring that the patches work in both GNOME and Plasma. Thank you, Jeremy Bícha
