The Debian FAQ is not up to date with how packages are currently updated in stable. There are some exceptions to the "only security fixes" rule which are not properly addressed. The "Developer's Reference" (see https://www.debian.org/doc/manuals/developers-reference/pkgs.html#special-case-the-stable-updates-suite) actually describes better what type of fixes will be allowed by the Release Managers into stable.
