I did another test: used GIMP to crop ½ of a 600 DPI image so that there would be as many pixels wide as there would be for a full 300 DPI page. Then fed that into unpaper. There was no data loss.
So apparently the unpaper bug manifests when an image is more than ~2550 pixels wide.
