It means that if you have added the isolation-container or isolation-machine restriction and the testbed doesn't provide that, the test will be skipped.

The text about @recommends@ is right below the text about @builddeps@ and it even explicitly mentions debian/control, so I was hoping it's clear it's debian/control that's being read here.I have to agree with Richard here. A binary package (.deb) never has substitution variables and the text is phrased as if autopkgtests reads the Recommends from the .deb (or a Packages file, but that is basically the same as far as substitution variables go). So what exactly is being stripped here?
