Thanks for the information. I hadn't noticed this new systemd version
as I had put the old working version on hold, and aptitude doesn't
have a feature to signal new versions (and I was also busy at other
things).

I confirm that systemd 256.6-1 fixes the issue for "who". Rather than
closing the bug, I've turned it into a wishlist, as in a longer term,
I suppose that the change should be done.

BTW, disabling utmp is the kind of thing that should be announced
