The current version available in the Debain Stable's (12) repository is
3.99.5final.sp14-2 and 3.99.5final.sp14-2+b1 in unstable (SID). But the
manufacturer's version is 3.99.5final.sp16.
After fixing the watch file to pull the latest driver from the
vendor page it sees only SP16:
Where should the new versions such as SP17 be copied so that the
watcher can find them automatically?
Currently the watch file directly reads the vendor page:

On that page the links to all driver packages are listed and one can
search for new versions. The link to kernelport is unusable b/c the
subdirs are unreadable and one has to know the link to the new
package, else a download is impossible.

Successfully repacked ../pcsc-cyberjack-3.99.5final.SP16.tar.bz2 as
../pcsc-cyberjack_3.99.5final.sp16+dfsg.orig.tar.xz, deleting 15 files from it.
I would package that version instead of SP17, which is located on a
different site.
