The default should be to pull the cupsys server, even if you don't have
a printer right now, you can add it any time without logging out and
back in. I understand that you do not want the CUPS server, but it is
strongly "Recommended" (this is a strong dependency) because some
software won't behave properly if it isn't present. I suggest you
remove the gnome-cups-icon from your GNOME session, and that should
stop the warnings.
The only remaining part for which I think we can do something is:

Yes, it might be useful to only print it once, or don't print it at
all. I'm renaming the bug accordingly.
