Just my 0,02€:

Rather than completely removing the message that points at the dead
Google Charts URL, I would suggest replacing it with a corresponding
"qrencode" call and adding the qrencode package as "recommends" or
"suggests".

I.e.

Warning: pasting the following URL into your browser exposes the OTP
secret to Google:

https://www.google.com/chart?chs=200x200&chld=M|0&cht=qr&chl=otpauth://totp/foobarneyblahblahblahgoeshere
---------------------------
would become
---------------------------
Info: To recreate this QR code at any later date, install the qrencode
tool (if it isn't already installed) and run:
qrencode -l M -t UTF8 'otpauth://totp/foobarneyblahblahblahgoeshere'
---------------------------

That way, people can recreate the QR code (even in different formats) at
any later date, and can do so offline, without needing to connect to
Google or some other online service.

Feel free to suggest this to the upstream maintainers as well if you
believe it to be useful.
