Yes, openresolv is in salsa and open to collaborative maintenance. If you 
decide to contribute, I suggest you fork it in your own userspace, make your 
changes, and then submit a merge request.

Your contributions will be most welcome.

Additional datapoint the old resolvconf package also follows this
protocol. It prints a warning and doesn't touch resolv.conf:

link to /run/resolvconf/resolv.conf

It does however have logic in it's postinst to overwrite /etc/resolv.conf
with it's symlink on installation.
