Bug#1081181: libpam-modules-bin: environment.5 should be in libpam-modules

Dear pam maintainer,

`environment.5` is an empty manpage that links to `pam_env.conf.5`. It
makes more sense to ship the two manpages together instead of in two 
separate packages (libpam-modules and libpam-modules-bin).
