flask-appbuilder has three open RC bugs and four open CVEs in Debian.
It hasn't been possible to build it in unstable since December 2022,
because it's incompatible with flask-sqlalchemy 3
(https://github.com/dpgaspar/Flask-AppBuilder/issues/2038), and the
latest upstream release is no help here.  There doesn't seem to have
been much upstream movement on this for quite a while, despite recent
releases making other changes.  It has no reverse-dependencies.

Should we just remove it from Debian?  It can always be reintroduced
later if need be.
