thanks. yes, in progress are various changes including one to skip the utmp
check if there is no utmp file to check. I'm working on another, unrelated
change , and expect to be done in the next month -- unfortunately the more
you look, the more problems you discover in this codebase.

i assume from the error (and what happens in a schroot) that a missing file
is enough, but i couldnt find any clear statement.


i also couldnt tell if there were circumstances where old utmp might be
used (ef to investigate old systems)  --- until 2038 (say) i think there is
a case to keep chkutmp installed, even if it is no longer used.


i did look at whether someone should rewrite chkutmp to use the new code,
but i think it doesnt make much sense (?)

As far as i could tell, chklastlog is not yet? affected.
