Justification: renders package unusable

Though the whole package is not unusable, an important utility is
now unusable because coreutils still hasn't switched to wtmpdb.
This must be fixed before the next Debian release.

With systemd 256.5-2, "who" returns nothing because /var/run/utmp
no longer exists. I should use wtmpdb instead.
