Manual page reads:

    Subcommands
        Subcommands must be given within Primary commands.
        ...
        protection [reverse] <type>
        ...
         type
           One of the following values:

!          strong, full or all
             Turns on all known protections

PROBELEM

Reading formo the definition, the only allowed syntaxes for
(!) marked type is:

    protection strong
    protection full
    protection all

This does not mention at all that it is possible to write using
syntax:

    protection strong [requests/sec [burst]]

As explained in page:

    "We can now protect our ppp interface even further. For this we
     use the protection command:"

SUGGESTION 

Please make the (!) to read

          <strong, full, all> [requests/sec [burst]]
             Turns on all known protections
