This issue was fixed for Debian 12 by making task-gnome-desktop install cups.
I am keeping this issue open because I believe that it should be possible to get a fully functional GNOME desktop by installing gnome-core without also installing task-gnome-desktop which currently is not really maintained by the Debian GNOME team. Thank you, Jeremy Bícha
