With systemd 256.4-3 and procps 2:4.0.2-3 (from stable/bookworm), /usr/lib/systemd/systemd-sysctl does not set any of the values in /etc/sysctl.conf nor /etc/sysctl.d/* with potential much breakage when those files contain critical settings. I upgraded procps to 2:4.0.4-5 and then /usr/lib/systemd/systemd-sysctl works correctly. I have not found out why precisely.
