This is fixed in git with
https://salsa.debian.org/cloud-team/cloud-initramfs-tools/-/commit/b94c23fc05e6dddcb1c03705e0f51b8c1fb1bef7,
but we've never actually uploaded it.  We'll need to fix this in sid as
well as a stable update.
