Huh, I was able to reproduce, but interestingly if I use
--no-install-recommends, APT does *not* try to remove sysvinit-core,
so something in our set of Recommends is where the actual issue is
(excluding "docker-cli" because I already installed that one
successfully without sysvinit getting removed):

xz-utils  nftables  criu
