do you mean that when you log in as root and then, as root, you use the
su command, then PATH does not contain /sbin and /usr/sbin?
Or do you mean that when you as a normal user use su to run a program as
root, the PATH does not contain /sbin and /usr/sbin?
Can you still reproduce this issue in Debian 12 bookworm or Debian unstable?
