I do not agree. I believe it's a cdbs issue, because cdbs behaves other than a simple user of cdbs (like me) would expect. The bug just makes the use of cdbs complicated. I believe cdbs should do the complicated thing - not the user. Otherwise cdbs tends to get pointless.
I suggest to alter dh_installdocs for support of installing files listed in <package>.docs in preference over the files specified on command line. Afterwards it should be fairly easy to fix this bug cleanly.
