If you are using debootstrap from testing or unstable, there should
not be a difference anymore.

If you are using debootstrap from bookworm, your chroot may have
non-build-essential packages installed. This was bug #837060
and it was finally fixed in version 1.0.133, but there
may be still people using the old buggy debootstrap,
so the above paragraph (which I actually took from
the template used by Lucas Nussbaum) still makes sense.
