Bug#1077827: even with [[featureset]] name = 'rt' enable = false in config.local/defines.toml, linux-headers-*-common-rt is still getting built

Hi,

steps to reproduce:

cat << END >> debian/config.local/defines.toml
[[featureset]]
name = 'rt'
enable = false
END

according to Ben [1] this should disable the rt build and it mostly does but
the package linux-headers-*-common-rt will still be built.
