Some people install gnome-shell as a way to have a very minimal GNOME desktop. It is necessary for gnome-shell to have a dependency on a desktop background. That could be either gnome-backgrounds for the official GNOME set of desktop backgrounds or desktop-base for the official Debian background. If the dependency is anything other than the official GNOME background, gnome-shell would also need to include a gsettings schema override to set the desktop background. (That's not a problem.)
