I don't think there is a bug in elogind here, or anything elogind can do about
it.

AFAIK xdm doesn't use logind (systemd or elogind).  So if you want to enforce
this ordering xdm, try adding

 # X-Start-Before: elogind

in /etc/init.d/xdm.
