Hi,
I just tried and it worked for me in a clean sid chroot; so I purged
cdebootstrap
debootstrap
pbuilder
removed /var/cache/pbuilder and reinstalled. Now the creation of an etch
chroot works.
However, if I do a
# cowbuilder --create --distribution sid
followed by
# cowbuilder --create --distribution etch
both commands fail.

0.3.11.
I just updated against ftp.debian.org (which brought a new version of
dpkg, if that's important), but cdebootstrap was on that version when I
reported the bug.
Anyway, in my opinion, the bug can be closed.
