Sure, I've already explained that this was a temporary workaround,
not the solution. It was a stupid suggestion :-(

But, I'm not using the setup.py upstream. Need I really have python-dev
as build-depends?

Yep, I'm not an expert mainteiner and I've committed a mistake... :-(
