The two files in question (README.toc.rst.html and README.rst.html) were
updated in this upstream commit:

https://github.com/github/markup/commit/5488510af8644f45

which is included in version 5.0.0.

Is it possible to update ruby-github-markup to the new version, or cherry-pick
that commit (or at least the relevant part of that commit)?

If the tests do not pass with older docutils anymore, maybe we can synchronize
our uploads: first I upload python-docutils to unstable with adding Breaks for
old ruby-github-markup, and then you make your upload. Will that work?
