Module::Build, one of the common build systems for Perl modules, defaults to installing Perl modules under /usr/share/perl5 read-only (mode 0444). With debhelper, this could be ignored for Debian packaging, since dh_fixperms (I believe) would repair the permissions to match the 0644 required by Debian Policy. With debputy, this appears to not happen (at least by default).
