At first glance, I don't think icmd (and qcmd for that matter) are important
binaries for the renameutils package that need to be in /usr/bin/. I think
they could probably be moved to something like /usr/lib/renameutils/, fixing
the conflict between the two packages.

That said, I don't have time in the short time to get this done. If someone
wants to help push this forward, this is what I think would be needed:

- moving both icmd and qcmd to /usr/lib/renameutils/
- creating patches for upstream code to change where the other commands
  (imv, icp, qmv, qcp) look for icmd/qcmd
- testing that all four commands still work
- writing a NEWS.Debian entry warning users that icmd and qcmd have moved
- submitting a merge request on salsa

I can commit to reviewing such a merge request.

Otherwise, if it's not urgent, I will get to it once I have a little bit of
free time.
