Package: libgd-dev

Installing libgd-dev and then running 'pkg-config --cflags gdlib' yield the
error:

  Package raqm was not found in the pkg-config search path.
  Perhaps you should add the directory containing `raqm.pc'
  to the PKG_CONFIG_PATH environment variable
  Package 'raqm', required by 'gdlib', not found

Installing the libraqm-dev package resolves the error, with a side effect of
pulling in a huge list of dependencies!

Is there some reason gdlib needs to depend on raqm now?  I hope that's just
a mistake, but if not, libgd-dev certainly needs to depend on libraqm-dev.
